Hierarchical dreams

Link dreams together hierarchically -i.e. goals and ever deeper layers of sub-goals, risks, solutions and options – broken down to the point where action can be taken.
Solutions favored by the crowd will bubble to the top at each layer. Or perhaps models could be developed describing the interactions between various solutions.
The top level goals may be very broad and set by the administrators, e.g. “Make money”, “Improve the ecology of the planet”, “Improve the dream machine”
